Dear Parents,
As the district prepares to bring students back into buildings, I wanted to share a protocol the district is adopting in response to the requirements set forth by the Oregon Department of Education and the Oregon Health Authority. Part of our operations include health screenings of all staff and students at the start of every day. We are required to ask each individual a set a questions affirming they have no symptoms of COVID-19 and have not been around anyone who has been diagnosed with COVID-19. The district is also required to be able to contact trace a person should there be an exposure or outbreak. This means that if someone is diagnosed with COVID-19 or displays symptoms of COVID-19 the district is then required to trace every person that student or staff member has been in contact with. At this point in time, contact is defined as being within 6 feet of another person for 15 minutes. As you can imagine, as we bring middle and high school students back, this is going to be a daunting task because they are going to have to remember exactly who they were around, when and for how long. While each building will have seating charts and clearly defined paths to move around the building, that will not be sufficient to determine who may need to quarantine should there be an exposure.
To meet this challenge, the district purchased “contact tracers” for all staff and students in grades 6-12. These tracers are worn around a person’s neck on a lanyard and when people wearing the tracers are closer than 6 feet, the tracers give out a small vibration and then a flashing red light to indicate each person needs to back away from each other. Once the individuals are 6 feet apart, the tracers flash a green light and then go silent. At the same time, when people are within 6 feet of each other, the devices record that in 30 second increments. At the end of each day, students and staff will scan their devices and then put them away in a secure location in the building. Should there be an exposure or outbreak, then the nurse or administrator is able to run a report to see who meets the criteria requiring that they be quarantined as a result of their exposure to the infected person. This will greatly simplify the process in terms of identifying who really needs to be in quarantine. It’s been the district’s experience with the local health authority that when we are trying to identify who should go into quarantine, just using “recall” and describing who was where, results in more people having to go into quarantine “just in case.” It is the district’s goal that once we start getting students back into the building, we are able to keep them in school and not having to unnecessarily quarantine students.
These devices will not be worn by students in Preschool through 5th grade because those students are much more contained and have fewer people in their groups. I also want to emphasize that the tracers are not GPS devices. The tracers do not track the location of students or staff. They only track the amount of time the device spends while within 6 feet of another device.

Estos marcadores se usan alrededor del cuello de una persona en un cordón y cuando las personas que usan los marcadores están a menos de 6 pies, los marcadores emiten una pequeña vibración y luego una luz roja intermitente para indicar que cada persona necesita alejarse unos de otros. Una vez que los individuos están separados por 6 pies, los trazadores emiten una luz verde y luego se quedan en silencio. Al mismo tiempo, cuando las personas están a una distancia de 6 pies entre sí, los dispositivos registran eso en incrementos de 30 segundos. Al final de cada día, los estudiantes y el personal escanearán sus dispositivos y luego los guardarán en un lugar seguro en el edificio. El objetivo del distrito es que una vez que comencemos a que los estudiantes regresen al edificio, podamos mantenerlos en la escuela y no tener que ponerlos en cuarentena innecesariamente.
Estos dispositivos no serán usados por los estudiantes desde preescolar hasta el quinto grado porque esos estudiantes están mucho más contenidos y tienen menos personas en sus grupos. También quiero enfatizar que los rastreadores no son dispositivos GPS. Los rastreadores no rastrean la ubicación de los estudiantes ni del personal. Solo rastrean la cantidad de tiempo que pasa el dispositivo mientras se encuentra a 6 pies de otro dispositivo.
